CAC paraded it above a city of 20M with a J-20 in tow, its practically a ceremony with a banner that says "next gen fighter", and I'm pretty sure there was a banner at the CAC event that says "next gen fighter".A large aircraft like this being a bomber is still within the realm of their perception of air combat, whereas an aircraft of such dimension being an air superiority fighter represents a shift of paradigm that takes them out of their comfort zone. I attribute this to a lack of imagination.
to put it simply, if this were just a bomber, Americans can always say "well we already have B-2/21". If it were a fighter, then you are going to wonder what kind of new technology and ideas are being incorporated? how does this change air combat? lots of unknowns in there.
the simplest way to rebuke the idea of this being a bomber is that if PLAAF wanted a bomber they would have asked Xi'an.

60K ft is pretty close the max service ceiling for a F22. If a Chad can really fly at 30KM (I personally think that is a wildly salute-the-flag guess). A Wedge Tail 737 service ceiling is less than 15 kms, so it would also lose track of a high-flying-fast-moving CHAD once it flies into its top blind-spot, which I think gets bigger the higher up in altitude you go. My point is that if a plane really can cruise supersonic at 30km, it becomes a problem for both detection and defend against.
