Chen Yi, Su Yu command conducted PLA East China Field Army in Shandong for a large-scale warfare, the combination of significant positional warfare and campaign warfare. PLA East China Field Army achieved victory in the Battle, the Nationalist Army 74 division was completely eliminated. The campaign, created in the enemy's heavily-intensive times of the situation, the central division line from enemy positions, surrounded destroy enemy attackers example, is to break the focus of the Nationalist army offensive against CCP areas of Shandong and change the war situation in East China, after the battle,Chen Yi said that the battle as "take enemy chief's head in millions of enemy military."

My opinion was that, it was really not because the Nationalists army are not good or anything. The main reason for the defeat of the 74 division was that the leaders of different divisions are at loggerhead with each other and so when facing a dire situation, reinforcement came late (or not at all).

Also it show the fact that Chiang Kai-shek had limited control over his generals when they are out in the field... even under his direct orders, his men are either slow to take action, or not follow to his orders to the fullest...

Actually using 74 as a bait is a good tactic, by which, this elite unit could hold on to the communist long enough for the rest of the nationalist units to get in and attack from both front. However, reinforcement came late or not at all... one of them (even) sent just one miserable regiment to help.

So from here, we are seeing that the nationalist are not fighting as one army, but multiple armies each belonging to one general. The communists on the other hand are more organise and tightly knitted.
