it's more or less just a propaganda video for the chinese public it contains more rehtoric than actual substance, but i will summarize the video anyway.
here are a few of points that i think was important in the video:
-200000 troop reduction, and 170000 of them were cadres (not sure what that means exactly, may be it means administrative personel)
-the seventh 'military training guide' was introduced in 2001, apparently a major improvement from the last one
-'beijiang' or 'northern sword' excersise took place in 2005 in inner mongolia
-a network of war simulators is being built and is nearing completion
-there were over 7000 seminars on modern warfare
-there is a new network for political education, new emphasize on political thought, new counselor and legal advisors
-major improvement in recruiting educated personel, most officers have some kind of undergraduate education
-major improvement in logistical and supply system, cutting mantneince cost in all branches.
-major improvement in defense industry in terms of quality and variaty
