6-cel HQ-7?

I saw a pic on defense talk today showing 6-cel SAM system as HQ-7 SAM:



To best of my knowledge the only 6-cel system developed was the LY-60. Could this simply be a HQ-7 display dummy with reduced number of missiles?

Might be a variant intended for patrol craft.

There was the HQ-61 also, but this isn't it. I'd say it's a dummy also. 6 is too meager for the PC, this missile too big.

Previously I've never even blinked at those images, the other exhibits certainly seemed real. But on close inspection the six cell launcher looks odd, with no apparent wiring/connection jacks, and an unlikely flat steel plate base that looks improbable as a turn-table. Maybe it was a test launcher for ground based launches, or maybe a dummy for reloading drills on dry land?
