“党建铸心,结对共建”助力西飞、成发协同攻坚

西飞总经理、党委副书记孟军,副总经理李永奇,成发总经理、党委副书记丛春义,党委副书记、工会主席、纪委书记晏水波,副总经理刘凌川及双方用户代表共同见证了“党建铸心,结对共建”活动启动。

座谈会上,双方人员就活动方案进行了详细讨论,明确了成立以党员为核心的项目突击队;围绕阶段突出任务,开展专项劳动竞赛;突出政治引领,抓实沟通交流机制等各项工作内容。西飞采购管理部党委书记张引引、成发装试分党委书记陈茌在活动现场分别作了表态发言,一致表示将进一步促进党建和中心工作的深入融合,聚集双方优势资源,形成1+1>2的效应,细化任务分工,强化过程管控,确保该活动圆满成功。

丛春义表示,结对共建活动充分体现了双方业务聚焦、区域融合,行业间供应商的协同。面对巨大的压力和挑战,双方将充分发挥党组织的政治优势、组织优势、思想优势,做实做细做好活动各项举措,统一思想、集中精力,全力以赴向全年配套任务发起冲刺。

孟军在讲话中指出,该项活动旨在促进西飞、成发团队的凝聚力和战斗力,助推双方科研生产目标的实现。希望大家能够在有限的时间内,再加一把力,共同完成党和国家交付的任务,将结对共建活动打造成为军工企业协同共进的重要品牌。

Alleged by whom? Is there some context I'm missing here?

Judging by the article alone, it has nothing to do with H-XX or any specific project at all. The article talks about a conference being held to better integrate the Chinese Communist Party (CCP) into the Xi'an Aircraft Company (XAC). Basically lots of political jargons about building and strengthening CCP's infrastructure at XAC, using party members as the core, and so on and on to better take on challenges.

CJ-1000 for C919 airliner. It is in the same class as WS-20 and could power H-X bomber as well.
CJ-1000 or WS-20 are all high bypass turbo fan engines of very big diameter, they will never be put in a bomber, they are too big. Any other engine sharing the same core with smaller fan can not be regarded as the same engine, neither will it be necessarily assigned to AECC Chengdu. This breaks the connection of this report with H-XX.

In a documentary commemorating the 90th Anniversary of the PLA founding, the subtitle says the new type long range strategic bomber H-20's R & D has made significant progress.

That's a rather vague statement. Settling down on one design configuration could be significant progress. Finishing preliminary design could be significant progress. Finishing detailed engineering blueprints could be as well. As could be manufacture of a prototype. Or even solving some issues that may have risen during ground testing/inspection of a prototype. The last one would suggest imminent first flight. The first one is likely non-applicable as we've had other indications that design configuration has been chosen years ago already.

B-2, after its redesign, had a configuration freeze in summer of 1983. Then it passed the critical design review for structure in late 1985 and CD reviews of other subsystems throughout 1986. Then it took another 3 years to actually build, troubleshoot and make flight-worthy the prototype. In summer of 1989 it finally flew.

So... we're probably not more than 5 years away from first flight of H-20. But could be, in theory, less than a year away from it.

The statement is obviously rather vague and can be interpreted very broadly and thus only a very wide range of first flight date could be speculated based on the statement, just like what you did above.

But we also have other information and one can Condicombine them to arrive at a slightly better prediction. A few other more or less significant "leaks" in recent years:
  • General Ma Xiaotian, Air Force Commander, disclosed that China's long-range bomber is under development, in an official event (Air Force Day) in 2016.
  • Earlier this year, XAC revealed in one of its major promotional video what looked like a fly-wing type of aircraft in silhouette at the end of the show as "Next Step."
  • This leak from the current CCTV documentary announcing "major progress" in H-20 development, also the first time the name "H-20" is disclosed more or less officially.
Considering the rather authoritative nature of the people, organization and channel releasing the information, H-20 being a particularly secretive and strategic program (just remember how closely the US had guarded anything related to B-2 in its early years), as well as China's customary approach in handling information of this kind of project, it's safe to speculate that project H-20 has reached a certain significant milestone. It shouldn't be the finalization of the design, breakthrough in certain major subsystem, or even the start of the first initial prototype. It's more likely that the first H-20 has been under construction for a while and may have achieved a certain stage of completion.

Based on the above information and reasoning, I would say the first H-20 flight is likely to be one to three years away.
