My guess is they only issued this arrest warrant because Putin is not in a country that ratified ICC participation. Arresting the head of state, especially Putin, can be considered an act of war. Russia would be forced to respond and at that point there is no path for de-escalation.
At the end of the day, this is just anti-Russia propaganda with little substances. No one is arresting any state leader from a sizable country and especially not Putin.

I think behind the scenes China has already written off assets in the US, and even in other Western countries.
Considering China has effective capital controls, I believe China does not need to and will not nationalise US assets in China, as a way to show the world that China is fair and respects commercial agreements, which would foster and attract more investments and business from other countries, isolating the US in the process.
