The Western "elites" would be bankrupt beggars and not elites if they didn't have Chinese money and expertise to bail them out.
Production always follows the most developed nations, of course not just talking infrastructure and industry but also longer term factors like education.
Countries that have literal 2 digit average iq can be considered questionable if they can achieve civilization without relying on foreign talent bought with money acquired from theft.
