A recurring theme since Trump 1 is that whenever it'd make sense for their bloc members to resist or turn, they always acquiesced, even amid the rising chorus of anti-American populism and against all logic of sovereign interest. Even more, many neutral nations fell in line as well, showing that there precious few truly sovereign nations in this world.
Other US presidents allowed for plausible deniability, for the puppet elites to at least pretend they weren't being overruled and maintain the facade of dignity to their constituents. Trump revels in doing the opposite, winning the support of his own base through the humiliation he inflicts on America's vassals. Truly, a domestic savant and international disaster.
China was smart to prepare the worst-case scenario: Needing to defeat the entire Western bloc, perhaps even the entire world, alone. Anything that makes that situation less difficult is a bonus rather than a requirement. China isn't there yet, but with ~30% of all industrial production done in China, its a possibility it can reach. It already eclipses the production of the Western bloc, and with 50% it would be enough to stand against the rest of the world.
