It's all too easy to brush aside the NGO and liberal development institutions across the transatlantic as ideologically motivated. No doubt ideology has some purchase amongst the actors (in this case funding toilets or whatever in Nigeria), but structurally, these institutions are mass social engineering tools.
It seems silly but these institutions contribute greatly to Western (for lack of a better term) ideological hegemony amongst the bright in these global south countries. The Aid funds are coordinated from the hubs of power within these countries and employ bright graduates and/or the politically connected to intern at a Western charity who "wants to help our nation".
I could be completely wrong but Gender toilets in Nigeria are most likely going to be built in the capitals using connected/skilled locals who will work to help implement these projects - Local NGOs/Local partners. Do this for decades upon decades, spending billions upon billions across all sorts of sectors and in the end you have a firm ideological hold within these countries.
Another example could be USAID's scholarship program for promising students in Myanmar (that was cut). If you're a young, smart student from a country where your prospects seem limited, you will feel some affinity for a foreign benefactor who funds your education (abroad no less!).
Hell even the CIA was aware about these programs and their potential for influence abroad. It would be crazy to think that they wouldn't do it themselves.
