I don't know what's Iran threshold for pain is before they surrender. It is probably hinges upon assistance from China and Russia to keep it alive at this point, same as Vietnam. Without China and Russia assistance, Vietnam wouldn't have made it.

Why would the submunitions glow? They don't have any fuel in them.

Ablative thermal protection doing its job. When munition slows down enough, glow stops naturally.
