Based on my personal experience just having spent a month in the rich coastal parts of China, this isn't strictly true. Goong to the US for high school/college is down, yes, but it's been partially replaced by Singapore or Australia or Europe. Even if the ROi isn't worth it, there are many many 小老板 with high 7 or low 8 figures USD of wealth that will happily spend US$200000-500000 (a few percent of their assets) to buy their kid a college degree from an okay school (versus a really bad college if their kid stayed in China) plus perhaps permanent residency in another country as a backup.
