I have no ill will toward the deal between Pakistan and China; I'm simply stating some well-known facts. The Chinese military has always been low-key about arms sales, and they won't acknowledge any such transactions until the very last minute. Therefore, your claim that an agreement has been reached is not very credible.
The fact is, China currently has a significant need for medium-sized stealth fighters, and equipping its aircraft carriers with a full complement of J-35s is currently the top priority. China wouldn't export its latest military equipment; the J-10 served in the Chinese military for nearly thirty years before being exported. We have no reason to believe that China would export the J-35 immediately; it defies common sense.
I predict two timelines for J-35 exports:
1. India acquires advanced fifth-generation fighter jets and gains an advantage over the Pakistani Air Force;
2. The J-50 enters service.

Well the govt and armed forces must have not read that memo because they are in touch with the PLA and Chinese govt and they are telling everyone in Pakistan that the J35AE is on its way, and the Chinese govt has never denied that claim, in fact from what I’ve heard it could be literally a couple of years, till it’s in PAF service.

Can you post a source? The only official statement specifically mentioning J-35 was retracted very soon after with another notice to disregard it.

You can search official PAF videos and statements and also from former PAF officials.

I believe China's primary motivation is to avoid upsetting the air force balance between India and Pakistan. Only if India's newly purchased fleet of over 100 Rafale fighters gradually arrives, or if there are reports of India acquiring fifth-generation fighters, would I believe Pakistan would swiftly obtain the J-35AE. China's intent is to keep the Indian Air Force at a slight disadvantage, not to enable the Pakistani Air Force to dominate the Indian Air Force.

Ultimately Pak power is hardcapped by its level of governance. Pakistan is just a poor country with low HDI. India may be insufferable and overestimate itself, but when compared to Pakistan it's just better governed.

Sort of same thing as Ukraine, you can lose and shatter even whole 1st world, if the medium you rely on is just too weak. As such, limit input to to scale Pakistan can comfortably absorb. Otherwise results will be also Ukrainian.
