Wouldn't do that; piracy on the high seas is not something that the PLAN was built or trained for. It's rather simple: ban all rare earths to the US for human rights violations.
To keep the US busy for a couple of year, pile on massive amount of debt ontop of the US existing debt etc.
Why wouldn't Russia and China not help venezuela, like they said in the US "Its a nice deal, we give ukrainians money they kill Russians" like Mearsheimer like to say "What's good for the goose is good for the gander"
It's ironic because an actual chip expert would infact recommend selling H200 to China, then point out China will probably block it.
You're overthinking it. Oil is finite. And 2 of the biggest sources of oil for the US are Saudi Arabia and Iraq. Getting that oil presents a supply chain that must be protected to get it to the US. If the US seizes/controls Venezuela, it gets a massive nearshore oil supply that is far easier to protect in the case of global conflict.
If someone wanted to really screw up the US plans, they would go help Venezuela booby trap/cap/blow up all their wells. Granted that would end Venezuelas main income source, but it would make much less profitable for the US in the short run.
Won't happen for a number of reasons.
There is no such thing as oil money. Venezuelan oil industry is basically non-existant beyond what Chevron had been extracting and most of that money goes to pay debts, including Russian and Chinese debts. The fact that is Chevron shows Trump is full of shit, too.
The rest is dilapidated and non-productive which is why can't even break 900k BPD on its own.
At this point I seriously doubt Russia and China will do anything more that strongly worded letters, maybe some excedent Gerans and spare parts for the S300V and Buks.
