This guy seems to be always hyping the China rise to beat the US. It seems like he wants to make China look more threatening to US AI supremacy if Nvidia is not present in China, thereby forcing Washington to allow his chips sale to China. I understand he's just a businessman looking after his own business and profits . So it makes sense for him..
A far better theory, one that aligns with the profit incentive, is that he's fearmongering about China to frighten US and US Tech Companies into buying even more chips and investing even harder into AI infrastructure, which basically means Nvidia gets to print even more money.
