Speaking at the Boğaziçi Lectures held at Boğaziçi University, former UK Defence Secretary Ben Wallace: The Turkish Army’s adoption of Bayraktar UAVs is an important lesson for Western armies. I visited the facility (BAYKAR) before the Ukraine war, and I was very impressed. I told my Air Force: “Why aren’t you looking into this? It’s cheaper and effective.” But their attitude was: “This isn’t perfect, we want something flawless and very expensive.” I asked Akar Pasha and the soldiers. When Bayraktar came out, the Turkish Air Force didn’t want it; they wanted fighter jets. They preferred the flashy. But it was the Land Forces that embraced it. The lesson is this: Reforms usually come not from within, but through political will.
