Seems like things are pretty rocky right now between Russia and Azerbaijan. Considering Azerbaijan has a fairly competent military now and ironclad ties with Turkey they feel more confident in acting with more leeway vis a vis Russia.

They dont have any leeway. it is just they dont know it. Turkey will have neither tourism, food or energy if it takes a wrong step. Putin is very generous with Erdogan as i presume he is causing permanent decline of Turkey.
when last clash happen between Russia and Turkey Putin does not have Soft Power support because he was defending that leftist government. now the Soft Power want to create another Japan of 1970s on Russia pacific Coast. that will give Russia more leeway in reshaping the Islamic world that will giver permanent primacy to Royal Families. Turkey or Iran they dont have self worth.
