You realise the ‘do nothing’ meme is just that, a meme right? China isn’t actually doing nothing. Quite the opposite, it is working feverishly hard behind the scenes, far harder than anyone else, which is why it keeps on winning. At most Chinese strategy can be described as a swan strategy, where it looks calm on the surface but is paddling furiously underwater.
But even that is a gross simplification because China has been consistent in making big bold moves. Most recently in brokering peace between Iran and Saudi Arabia, but also in BRI, AIB, supporting Russia against western sanctions. You call all that do nothing?
What China doesn’t do is emotional knee-jerk reactions. When it is wronged, it doesn’t go rage venting on the most obvious target like America does. Instead it careful investigates and find the real culprits before bringing them to justice. Like how they arrested the drug lord that massacred those Chinese sailors on the Mekong instead of drone striking him as the military preferred.
I don't think you need some super duper 007 agent to know Yoon was cooking up something, the opposition leader was warning about it back in September:
