Based on their available data, sure I can see them being on the surface concerned, but then their habit of poking the dragon to me speaks of their inability to accept the data. At some level I think they doubt the data and think China's strength must be exaggerated and it must be a paper tiger that will collapse any day now, or that China will meekly take the slap, so that's why they are always shocked when there is retaliation. They've probably never had an Asian person punch back.

No, they're not scared like there's a Scooby-Doo monster running around and you need to avoid him. They're scared like real adults in politics. They're scared of what China has become and that its growing into its massive potential and they're desperate to stop it because they're fearful of the fact that every day they fail to stop China, their chances are worse off the next day.

The entire West is built on the concept of capitalism and driven by greed. People driven by greed are willing to put their economies, wealth, and wallets on the chopping block to claw at any chance at all to slow China's ascent. You don't sacrifice the things you value and love the most to mess with someone you look down on, but they did for China. Why? Because they're scared that China will rise to rule the world and we will turn it into a political nightmare for their children as they have for all the people of the global south.
