Maybe because politicians aren't giving them the support and money the CAF desperately needs. They're about as helpful as that venice guy with the bucket.

Yeah that is still the case, but these are locals.
There are a lot of Jamaicans in Toronto. In fact the Museum's Michael Lee-Chin Crystal (it is a structure) is named after a prominent Jamaican Canadian (and obviously with Chinese heritage)
Would you believe this is considered a station that's updated for greater capacity?
