Yes, I agree.
But even NOE is not like these extremely low pass situations. In NOE you are generally still 100 feet up or so. Maybe some lower...but not 3 feet off the ground.
My point is that there are definitely some use for very low level flight. Any penetration mission to avoid radar as much as possible will involve it staying below the radar horizon. But they are still not as low as these flights.
